This guidance forms part of the guidance issued from the Children and Young People's Act and ensures that the state has a duty to support, protect and promote the rights of any looked-after child or child in their care. It promotes trauma-informed practice and provides guidance for the delivery of care services in line with the SHANARRI indicators.
